More than 2 (two) steps from running position and more than 1 (one) step from stadning position.

According to the Official Rules of the National Basketball Association, Rule No. 10 - Violations and Penalties Section XIV-Traveling: "A player who receives the ball while he is progressing or upon completion of a dribble, may use a two count rhythm in coming to a stop, passing or shooting the ball"

Also same rules state that "A player who receives the ball while standing still may pivot, using either foot as the pivot foot." Which means that you are allowed to make only 1 (one) step from a standing position without lifting second leg, which is called pivot.

Two steps without dribbling. Except for going for a lay-up. On lay-ups you can take two steps plus a jump. Also, you must pivot and turning using feet for more than 2 steps is called travelling.

Is three steps a travel in nba?

This steps is a travel at most levels of basketball, with an exception of extremely young leagues. The maximum amount of steps a player can take without traveling is 2 steps. Even though traveling is probably the most commonly ignored penalty in professional basketball, so it would not surprise me if someone thought something like that.
