"Teams" do not provide officials for games. In the NCAA, conferences are responsible for providing officials for games.
In Division I-FBS, all conferences field seven officials for each game with the exception of the Big 12. The Big 12 experimented with adding an eighth official during the 2013 season.

The game has to end with a decision. If the officials call the game without declaring the winner, the bet holds over until the game is replayed or is refunded if the game cannot be repaid. There is no definitive number of minutes or quarters that have to be played before the coaches and officials can decide on calling/postponing/canceling the game.
