Tennis balls bounce because the air pressure inside is higher than the outside pressure. They begin to lose bounce as soon as removed from their pressure can. The alititude where the ball is played will affect the bounce. As they are played, they lose more bounce. Typically, they lose too much bounce to play after about 3 sets of recreational (amateur) tennis, or 8 games of professional tennis.
The polymeric materials in new tennis balls have a higher coefficient of restoration, so they tend to spring back into shape easier. With time and exposure to atmosphere, the compounds that keep the ball soft volatilize and leave into the atmosphere.
They improved them a lot! If your question would be more specific, it would be easier to answer. The tennis balls used to be wads of hair or wool wrapped in stuff, but now they are more rubbery for bounce. I don't know exactly how.
