Well maybe it's because over time people find ways to make the game more fair. For example: a long time ago there was no 24 second shot-clock, so during crunch time in the 4th quarter the team that's up (winning) will hold the ball and not score and wait until the game clock expires and they win. Now in the NBA people start to notice how unfair this is, people shouldn't stop playing. To make the game more fair, and give the team that's down (losing) a chance to catch up, they designed the 24 second shot-clock rule, which both teams has 24 seconds to score, if the clock goes out and they still have not made a basket or the ball has NOT touched the rim, it's a "shot-clock violation" and the other team gets the ball.

Basically Basketball rules change because people find a way to make it more fair for both teams.

How is deflating a basketball an example of physical change?

There are two main types of changes: physical and chemical. The basketball's composition did not change therefore leaving it to be a physical change. Also, a visual observation can determine that the physical appearance of the basketball has changed by becoming flatter. This change can also be reversed by increasing the volume of air the basketball contains. The chemical properties of the basketball remain the same throughout the whole deflation. ex. the basketball is still a basketball
