The pit crew does not build engines. The teams engine department does this. The pit crew services the car during a race by fueling, changing tires and fixing the car so it can return to the race if the car gets damaged.

∙ 12y agoIf you means pit stops, Nascar cars take about 14 seconds for four tires and fuel. Indy cars and Formula One cars take about 7 or 8 seconds because their fuel is pressurized and they are allowed more people over the wall.

Yes, pit crews have to be very fast so that the racecar can get back in the race asap.
They measure engine speed in RPM, but car speed in MPH. If you want to know how they know how fast the cars go from the stands or the officials' booths, that is what radar guns are for. Inside the cars, the speedometer tells how fast they are going, and the tachometer tells how fast the engine is running.

For carbureted vehicles NASCAR requires the use of a restrictor plate that goes under the carburetor and restricts the amount of fuel and air entering the engine. On fuel injected vehicles, they use an electronic engine control unit that restricts the engine to a preset horsepower.
