NCAA adds 1 foot to that distance; in some cases, you may see the old and new line spaced 1 foot apart, and in contrasting a color, finally in the NBA the 3 point line is located 23 feet 9 inches or 4 feet directly in back of the free throw line. All of these 3 point lines radiate from the center of the goal to the out side of the arc.
