Pull the safety pin, mark the cams against the frame so that you are turning them equally and then loosen the axle nut and turn the axle. Do not over-tighten the belt as it will cause excessive wear. There is a gage on the lower guard. The belt may seem loose, but when you sit on the bike it tightens.

Or you can drag the bike up a hill and let gravity pull you down and forward. Or you can ride a pump track, where working your body in synch with going over bumps can force the bike forward in the same way skaters can keep the speed going while ramp riding. Or you can have an electric bike powered by hub motors.

If memory serv's you will need to remove your rear brake master cylinder and reservoir. Then remove the access cover. You will also have to remove the rear axle to get the drive belt on. I would advise that if you are going to DIY your bike you purchase a service manual from your local Harley Dealer.
