I had this issue and was scratching my head for about a week. If you have $500 bucks laying around I'd say take it to GM and get it fixed but here's what you need to do. Go to pretty much any auto parts store and purchase an ignition lock cylinder, mines was 34.99. it comes with 2 keys but these keys they provide will not start your car. You'll need to take that key to a locksmith and have them create you a "VATS" key, mines was 25.99. If you don't get the VATS key made you security light will continue to blink thus causing you car to stay in the "locked mode". You can rent a repair manual from your local library for step by step installation. IF YOUR SECURITY LIGHT IS BLINKING AND STALLS AFTER THE FIRST ATTEMPT THEN FOLLOW WHAT YOU'VE JUST READ IT WILL WORK. $35+$26= $61.
