From my own experience I find that exercise such as jogging and biking help to slim down your thighs and tone up the muscle. Also simple exercises and streches such as yoga and pilates will slim down your thighs over time.
SQUATS! lots of them. What yo have to do is do squats, (which is when you stand in a siting position, then go up and down. If you really wanna loose weight there, hold a 10 or 20 pound weight while you do it. You should prolly do like 3 sents of 10 squats. Then...you gutta run. You earn muscle just by squatting, but if u wanna lose the fat off it, you gutta get your muscles loose, then run, which will burn mor fat! hope this helped!!

yes the extra weight you gained is just muscle... your legs are burning fat and gaining muscle. you'll lose size in your thighs and whatnot, but the "weight" you're gaining is muscle (which weighs much more than fat). try not to judge your body by the number displayed on the scale. try measuring your thighs once a month or something. i promise they'll get smaller, and then they might actually grow in size a little but they will be toned and firm

You can't preferentially add fat to a certain part of your body. Where your fat goes is determined by your genes. But if you want to add muscle to your thighs, the best exercise is barbell squats.
no idea. all i can tell you is i use to be a gymnast and 8 years later i still have the thick thighs and butt from when it use to be muscle. I don't see how you could make your shoulders smaller because they would mostly be bone, unless it is the muscle you are talking about, but you need the muscle.
