Yes the me2 universe website is shut down.
Why doesnt me2 universe work anymore?
if you read the box it says "we have the right to terminate me2 universe on February 2010". and this stinks i just got my me2 on Oct 2009
Will uninstalling Mass Effect delete your saves for ME2?
No, it will not. If you import your character to ME2 before deleting ME1, your saves will automatically transport to ME2, and you should be okay. If not, something went terribly wrong.
Do you need to own mass effect 2 to play mass effect 3?
You do not need to own ME2 to play ME3, but if you have ME2 you can port you save into ME3, which causes choises you made in ME2 to affect the story in ME3
