Cities bid on hosting the Super Bowl four years in advance of the game they want to host. Generally, the game is awarded to a city that has warm weather in the winter. If a cold weather city is awarded the game, the game is always been played in a domed stadium.

The super bowl has to be played in a city that the average temp. in Jan is atleast 85 degrees. They chage the city every year for new revenue. It was not always like that, they started this method in 1985

The sites for the Super Bowls are picked by the a selection comittee chosen by the NFL owners. The choosing of the sites are based on the number of hotel rooms available within a certain radius of the stadium and a suitable climate,
