Cities bid to host the Olympics. It is basically a two step process. The city must have proper accomodations, security, transportation ect. It gets approved by the IOC (international olympic committee) executive board and they are considered canidates. In the second part, an evaluation committee goes to the city and wirtes a report. The IOC votes on choosing the site for the specified olympics.

Selecting a host city for Olympics is a lengthy procedure. It starts nine years ahead of games in question. 2 years are spent in bidding and seven years before games elections take place. Final decision is taken after a vote by members of IOC.

they put bids in to the ioc then draw up their plans. the ioc comes to the city and reviews the plans time deadlines gaurantees . after viewing all proposals one city is chosen and announced at the end of the closing ceremonies
