The last sentence of the scout oath states that the scout must keep himself physically strong and mentally awake. To do this you need to stay fit and exercise daily and stay away from harmful drugs as well as keep well rested to keep your mind at its fullest.

Kids used to take school courses in "hygiene". The meaning of that word was not just free of germs. What they meant by it was health. When the scout law refers to "clean" they similarly mean "healthy", not just not dirty.

The oath just comes out and says it pretty plainly. You pledge to keep yourself, "physically strong, mentally awake and morally straight."

I think, however, it relates to more than just the above. When you read the Oath and Law as a whole the over-riding theme is respect to yourself, others and God. Part of showing this respect is to take care of yourself so that you are best able to carry on the specific charges of the Oath and Law.
