The earliest soccer was came from ancient China named Cuju (蹴鞠- means kick ball), it first appeared in the Records of the Grand Historian (史記, Shiji - 109B.C. to 91 B.C.) of Han Dynasty. The Chinese started to use Cuju as a military training during the Chinese Warring Period (475 B.C. to 221B.C.). Later on is had spread to Korean, Japan and Vietnam. The English had modified and created the rules for the primitive soccer game. Around 1900, soccer brought back in China and Chinese formed the Chinese Football Association (CFA) in 1924. Until 1931, it affiliated to the FIFA (International Federation of Association Football).

Soccer started as a form of football played at schools in England. Different schools played by different rules until they were codified into the Laws of the Game. This marked the birth of Association Football (soccer). Later, the IFAB was created as the conservator of the Laws (because different national associations, specifically England, Scotland, Ireland, and Wales, played by differing rules by that time), and later FIFA became the governing body for International soccer.
