Compensatory picks, which range from the 3rd to the 7th round, are awarded by the NFL through on a formula which is based on the number of qualifying free agents lost by a given team, versus the number of qualifying free agents signed by that team. The exact nature of the formula is a matter of mystery, but the general consensus is that the primary factors considered are: salary, playing time, and any awards they might receive (ie. Pro Bowl, All-Pro, League MVP).

An important note is that this is all based on unrestricted free agents; players who complete the entire duration of their contract and are not re-signed. The NFL does not take into consideration players who were cut by their teams or players who were traded when awarding compensatory picks.
