Well there could be several causes to bigger legs.
1. There are three distinct body types- Endomorph, Mesomorph and Ectomorph. Endomorphs are bigger boned and gain body fat easily. They gain muscle normally. Mesomorphs are medium-large boned and gain muscle very easily, both men and women. The weight gain you are experiencing is likely muscle gain. Ectomorphs are USUALLY very thin (although there ARE overweight ectos like myself) and have trouble building muscle.
You could be a endo, meso or both.
2. Your diet. Do you eat a lot of meat/chicken/fish? Those foods have a lot of protein in them that builds muscles as well. If you eat primarily vegetables and do the same exercise, you won't build muscles NEARLY as easily. With no meat protein, muscle is near impossible to build up. Your body will use the fat you already have to try to maintain the muscle it is trying to build.

Assuming that you don't have a weight problem it wil make the muscles bigger and as a result your legs will be bigger. If you are overweight it should make your legs smaller if they are carrying a lot of fat.
Sprinters have huge legs, other types of runner don't really. Jogging won't make them grow but HIIT can.

Jogging with a jogging stroller is a great workout! If you are a serious runner, you will want to make sure to buy a real running stroller with a stationary front wheel. There is a bit of a "jogging stroller" fad right now but many of those strollers aren't meant for high speed running. Which stroller is right for you depends a lot on what kind of running you will be doing and what the terrain will be like.

TO make your legs thicker try to build up muscle in your legs running, biking etc. buiding muscle in your legs is better than trying to build up fat

Running everyday will make your leags, specially quadriceps muscles stronger. Depending on your current size, it may make your legs slim, bulky or lean. If you have fat yours will be slim or lean. You are slim, your fat will be bulky. It all actually depends on your gene.
Dynamic exercise (like running), will not cause a change in muscle size. If you do weight training or use weights on your legs when you run, your legs will increase in size. Exercise does cause fat to be burned, so the amount of fat on your legs may decrease.
There is no best time. Some people prefer jogging in the early hours of the morning and some prefer "night running". I'd try and do both and see what suits you best and make a decision from there. I personally like running in the morning due to the fact that there are not many people around.
