Is the Rose Bowl required to take Big Ten runner-up Michigan if they don't play in the national championship?

Every year the Rose Bowl game is played between the number 1 team in the Pac 10 conference and the number 1 team in the Big 10. If the number 1 team in either conference is chosen to go to the National Championship then the number2 team in that conference goes to the Rose Bowl....EXAMPLE : Big 10 conference standing,,,,,1. Ohio State 2. Michigan. 3. Michigan State 4. Penn State 5. Iowa 6. Purdue 7. Northwestern 8. Indiana 9. Minnesota 10. Wisconsin 11. Illinois...In a normal situation Ohio State would go to the Rose Bowl, but suppose that Ohio State was chosen to go to the National Championship, then Michigan would be the team from the Big 10 to go to the Rose Bowl to play the winner of the Pac 10 conference unless the winner in that was also chosen to go to the National Championship, then the number 2 would go.
