When a player is placed on waivers, teams have 24 hours to put in a claim for the player. After the 24 hours is over, the team with the worst record to put in a claim is awarded the player. If the player is not claimed by any team, he becomes an unrestricted free agent and is able to negotiate with any and all teams.
