Yes they can, i have made one, What you do is buy a small motor and some grips to attach to the cock. You hook the gears up to the motor, then the batterie and electric wire. Tape the wire to some plastic and attatch to trigger so when pulled it touches the end of the batterie. Then you hook up to cock and secure very tight so it won't budge. When you pull the trigger it wil connect to the batterie that will turn the moter that will pull the cock back and cock it then it will slip. It will do this repeatedly and your gun will keep shooting when cocked as long as you are holding the trigger all the way. there are also semi auto springers out there (surprised?): Tokyo Marui Gindan Glock 26 (G26) Semi Auto Spring Airsoft.

It all depends on the strength of the spring airsoft rifle. If your refering to pistols (I will assume you are), I prefer a co2 or green-gas pistol over a springer anyday. In the big picture, springers are regarded as cheap and useless. Although the fps may be better than that of the gas, it's range (and the fact that you need to cock spring guns after every shot,) it is usually better to save up your cash and buy a good gas pistol. However, even I need to admit that some springers (i.e. quality snipers {runs you about 90-110 American dollars}) are way better than their co2 and green-gas counterparts.
Are blow back airsoft guns more efficent?
Yes, because you can get multiple shots off versus a spring-cocking action which you have to do everytime to get a shot off. Whatever you do, do buy a gas operated one. It's messy and you have to keep buying gas. If you want a repeating shot airsoft gun without the cost of gas, go with an electric gun. It save you money by not buying gas, and you still can fire multiple times without cocking every single time like a spring operated gun.
