No, there is no requirement.
However, in actual practice, students who do not play football in high school are not given scholarships to play collegiate football. In rare occasions, athletes from other sports-typically Wrestling or soccer-can "walk on" to a football team (meaning they do not receive a scholarship and must already be enrolled at the university via academic means), but it is very rare.
