Skateboard trucks on a board.
I like going to my local zumiez store and getting a premium package for my skateboard which includes bearings, trucks, wheels, griptape, and of course a nice board.
Longboard wheels have a small hub, or core, inside it. Skateboard wheels also have this. This allows you to put bearings inside of both of them and can interchange what trucks you put on it. Generally, longboard wheels fit on normal skateboard trucks but a problem you will encounter is wheelbite. You may need to sand the board for wheel wells or put big risers on your board. Another solution is buying harder bushings for less turn and lean.
The board to which the wheels are attached on a skateboard is called the 'deck' of the skateboard. The wheel assemblies are generally known as 'trucks.' Also when buying a skateboard, remember to smile and have fun or the skatey watey will get maddy waddy at you!!
If your talking about the bit where the wheels attach to, its called the axle. The bit that is attached to the board is the baseplate.

Trucks are the kinda T-shaped metal things that holds the wheels to the board and allows the board to tilt and the wheels to turn. Bearings are donut-shaped metal rings that sit between the wheel and the axle and allows the wheel to spin easily.
I have never had a skateboard with springs. The part you are probably talking about are the trucks, the metal piece under the board that the wheels and berings are attached to. If you were wondering if all trucks have springs i have never had trucks with springs either. Or any thing on a skateboard with springs and i have had lots of boards.
