Yes, they go to the Olympics but, they only skate in the case of an emergency. For example, if you were an alternative figure skater going to the Olympics but, right before the competition- you would be put into the competition. You are the skater reserve list.

Quite possibly yes. The situation is not too different from racing teams having identically prepared spare cars, if one is(Knocked out) by accident in practice, etc, one has a reserve car set to go. I can"t see any reason for not having back-up athletes on hand- if qualified- as you said Alternates. The situation can also be analogized with alternate jurors in criminal trials.
