What is the difference between a Oversized Driver and regular driver?

There is not much of a difference anymore. A regular driver used to have a small head around 360cc and an oversized one used to have around 460cc, now the club manufacturers have realised that drivers with bigger heads are better, so now all drivers are around 420-460cc. The oversized drivers used to be easier to hit because the bigger head allowed them to be a lot more forgiving. The term oversized driver doesn't really apply anymore.

Are some golf drivers longer then others?

Yes, depending on what number they are. I don't think that drivers of the same number are usually longer than each other, though. There is a standard length but not all manufacturers follow the standard. So the same number of driver from two different makers may well be of different lengths. And it doesn't end there: Steel shafts are generally 0.5 inches shorther than graphite. Custom shafts can vary by up to 3 inches. Ladies and junior clubs are also different lengths.
