Yes (and no), the Patriots almost moved to Hartford, CT. Before building Gillette Stadium in Foxboro, MA, owner Bob Kraft looked at several sites across New England, including Boston, Ma., Providence, RI., and Hartford, Ct. Kraft was looking at alternative sites, and was willing to move the franchise if the community in question would offer significant financial incentives. Bob Kraft leveraged the interest of Connecticut State Officials against the State of Massachussets, who ultimatly agreed to help Kraft by improving the infrastructure in Foxboro. At that point Bob Kraft decided to keep the team in Foxboro and build Gillette Stadium on a site adjacent to the old, much beloved (and hated) Foxboro Stadium. So while Kraft did consider the move, there was never a real chance that the team would move to Connecticut.
