no, you very rarely throw the disc whilst jumping. occaisionally you may do this and this is know as a 'worlds-greatest' throw where you must jump, then catch and throw before you land. useful when you jump from an in bounds position to an out of bounds position, the throw will still count. usually though you catch the disc, land and establish a pivot foot (as you can't move whilst holding the disc, only pivot around one foot that is rooted to its position) before throwing.

Yes, and being outside the tackles and throwing it passed the line of scrimmage does not matter. Can't throw the ball away in high school. There has to be a receiver in the area. Or throw the ball backwards out of bounds for a loss.
