You can Transfer to any division that you wish going up or going down in division there are different rules for each move though. Look at Cam newton he went from D1 to JC back to D1 he didn't stop at D2 first.

Yes, you can transfer from a D-3 to a D-2 or to a D-1. However if you do transfer up in divisions you must sit out a year, a loose a year. On the other hand, if you transfer down in divisions you do not have to sit out and year.

Wynford high school is in division 6 in Ohio there qb Tyler Brause is going to play for Kentucky next year and is a division 1 college. So yes.
