The short answer is yes. If you are otherwise well, the pressure changes that occur in normal skydive altitudes wont cause you any problems. I would not recommend Scuba diving. If you have no issues on commercial aircraft, there should be no problem.

I would recommend that you consult a Doctor Who is an aviation specialist in the first instance and go for a Tandem jump at no higher than 4000m.

I would not recommend any jumps above that altitude especially if you have any noticeable breathlessness in some situations.
