It's a pretty complicated matter. Exporting working components of firearms (and certain accessories) requires licencing through ITARS. By the time you get through that AND import fees on the Canadian side, it'll probably be cheaper just to buy them in Canada.

No. Canada has different laws about Pellet guns than the United States.
