It depends what you mean by disabled. If they just have minor down syndrom then it may be possible but not if they have a part of they're body paralized or something big like that.

If its a person in a wheel chair they have a league for that i believe

The sport the handicapped play on ice is not called wheelchair hockey, but sledge hockey. The players sit on what looks to be a sled with two blades on the bottom of it and use two short sticks to propel themselves around the ice and to handle the puck.

It would depend on the type of disability a person has as to whether or not they would be able to ice skate. With special equipment, a disabled person would be able to ice skate.
