Yes, if the ball interferes with your stance or swing path you can get them to mark it, usually with a tee. They must set it to one side, because they will be penalized if they clean it. They must then replace it, after you have played your shot.

You used to be able to leave it there in match play to screw with opponent. The rules now say you put the marker one putters length to the right and then play the ball.
