It depends on the model of paintball marker you have, for example a Tippmann A5 in semi-automatic would come up to about 8BPS.
The CO2 tank is the propellant for the marker. It is very high pressure and is what physically shoots the paintballs out of the barrel, it is also what moves all of the internal parts, allowing the marker to fire and reload.
A 'pump' gun is instead of the marker, re-cocking itself every time you fire, there a pump handle (like on a shotgun) were you have to pump each time before firing. This is just to put anouther paintball into the chamber.
Pressure in a paintball marker is usually referring to the tank, or the gun itself. Only HPA tanks come in variable pressures (3000-4500-5000 psi). The other pressure is controlled by a regulator, which is the operating pressure (150~200 psi) which is the pressure kept needed to fire and re-cock the gun.

Yes, while playing, CO2 or other propellant is necessary to fire the marker. It is the CO2 that moves the paintball gun parts, and is what pushes out the ball at such high speeds. Taking the tank in and out will cause it to loose significant shots.
