Will a game end on an offensive penalty even though it ended in a touch down?

Yes. If the offense commits a penalty while scoring a touchdown, the play is nullified and the score is taken off the board. If time expires during such a play, the game is over. The offense doesn't get rewarded with a second opportunity to score if they committed the foul.

Can an NFL game end while ball is in play?

No. As long as you snap the ball while there is still time on the clock, the game can't end until the play is over. If you snap it with 1 second to go and throw an incompletion but there is a penalty on the defense, you get another play. (The game can not end on a defensive penalty)

What if a quarter back has an incomplete pass in their own en zone is it a safety?

No ... an incomplete forward pass in the end zone does not result in a safety. However, if a quarterback is in the end zone and is called for an intentional grounding penalty, the result is a safety. Also, if the offensive team is called for a holding penalty in their end zone the result is a safety regardless of whether the quarterback was in the end zone at the time of the penalty.

If a player intercepts a ball and is tackled as time runs out but there is a defensive penalty on the play what happens?

The penalty is enforced and time is restored to when the penalty took place. Since the game can't end on a defensive penalty, the offense (the intercepting team) would be given one untimed down.
