It's theoretically possible, but no wheel driven car has yet done this. 403.10 MPH is the current record, and that was established in 1964. The ThrustSSC, which is turbofan powered and thrust propelled, holds the current land speed record at 760.343 MPH over a distance of one kilometer and 763.035 MPH over a distance of one mile.
Yes there are cars that can go 300, but those are not Indy or Formula One cars that can.

You don't. Currently the fastest road car in production is the Bugatti Veyron, which at 1,001 horsepower, is rated at only 254 mph. Even if there were a production car capable of 300 mph, there are very few places in the entire world that you would be capable of achieving that speed at.

The fastest production vehicle you can buy is the Bugatti Veron Super Sport. It has a top speed of 267 mph. Top Fuel Dragsters regulating go over 330 mph in 1/4 mile from a standing start. The Trust SSC hit 771 mph in 1997. Many cars have bested the 300 mph mark.

The speed of a "300 cc" motor depends on how much weigh the engine is pushing. Generally, the 300 cc motors on power scooters can go anywhere from 35-50 MPH. On a small car, about 35 MPH... though if you loaded the engine on a bare-bones go cart, you could get it to go up to 50 MPH or so....
