Most likely no considering a decent to fairly good mile split for a 16 year old girl would be around 6:00 minutes per mile which would equal only 5 miles in a 30 minute time window. For anyone to finish a 9.5 mile in 30 minutes they would have to be averaging faster than 3:30 for each mile. This is almost impossible considering the woman's world record for the mile is 4:12.56.
