You're thinking of Nadia Comaneci I bet, but she's Romanian...not Russian. Soviet Nelli Kim scored the second perfect ten in Olympic competition seconds after Comaneci did, if that helps. But probably not what you were looking for.
At the age of 14, Nadia Comaneci became one of the stars of the 1976 Summer Olympics in Montreal. During the team portion of the competition, her routine on the uneven bars was scored at a 10.0. It was the first time in modern Olympic gymnastics history that the score had ever been awarded. Over the course of the Olympics, Nadia Comaneci would earn six additional 10s.

nobody else did, so far or before her!- I think Nastia has some unfairl opions about her not scoring a perfect 10.......THAT DOESNT MATTER! Ever heard of Mary Lou Retton...? She also scored an olympic perfect ten. Nadia is not the only one. Ther are plenty of gymnasts, both male and female, who have scored 10's between 1976 and 1992 Olympics. Check out the IOC results webpage or better still try having a look at the FIG results page and they will give you all th details.
