Yes they can, but not particularly far or high. But on average, they should be able to jump a short distance.

I High jump for my school so I would say 2 feet shy of his own height when he starts out.
I'm a sophomore and I jump 5'10". That's about average or a little more than average but at big meets a lot of guys jump upwards of 6'6" but then again I'm only in 10th grade.

It is impressive for someone who is not in junior high school yet.
We do not even know ho invented the high jump. It was the greeks, and i doubt they had a standard High School in the old days.
