Because the whole idea of eugenics is to get something better by breeding the best. When you breed one winner to another winner, you improve your chances of getting another winner (at least in theory). The whole point of racing is to make a horse faster (although "stronger" should be in there too, but is often ignored, which is part of why so many horses get injured).

Eugenics does not necessarily take place when breeders use the "breed the best to the best and hope for the best" method. Of course it doesn't mean that a superior animal will not be produced from the mating either. If Secretariat is used as an example of a superior race horse he also never produced any foals that could match his own performances. Further he was deemed to be a failure as a Sire of Sires and he produced many superior broodmares.

The idea behind eugenics is to produce a consistently superior race of individual animals while minimizing/eliminating inferior offspring. The horses produced in a Eugenics program MUST consistently perform at a high level and subsequently produce offspring of equal or better quality than themselves.
